The way poverty and welfare is measured and reported often doesn&#039;t help I think - point in time snapshots fail to emphasise the dynamics and the flow between being in and out of work and/or being in or out of poverty. I know JRF have done work on the dynamics of poverty and &#039;recurrent&#039; poverty which is really helpful - we need to get more people to understand that the &#039;poor&#039; are not a separate, distinct section of society.]]></description>

So pensioners are OK to get universal benefits, but not large families, for instance. There&#039;s a lot of work to be done to have a much more balanced media portrayal of the realities of life on benefits.]]></description>
